Meeting Minutes

Reviewing/Updating Covenant

  • Meeting is scheduled with attorney to review the covenant.

Rental Homes

  • Currently unsure of how many rental homes are in the neighborhood.

  • Rental homes will be limited to 13 homes.

Yard Upkeep and Landscaping

  • Violation letter will be drafted and sent to residents in violation.

  • If issue is not resolved within time frame allotted in the violation letter the HOA will have yard assessed for cost of maintenance.

Architectural Review

  • Board members will assess the neighborhood for additions and follow up with residents that need to submit architectural review forms.

Overnight Street Parking

  • HOA President will attempt to contact resident. If issue is not resolved a violation letter will be sent to resident.

Front Entrance Sign

  • Cost for digital sign is ~$4-7k

  • A replacement sign will be ordered.

Front Entrance Cameras

  • A couple of companies have been contacted that do not install systems that are as small as the system that we need.

  • The board will discuss options further once a quote has been obtained.

Solicitation

  • Sales reps that have business licenses and provide services in our area are not considered unlicensed solicitors.

  • An email will be sent to residents about solicitors.

Summer Bash

  • Pool has been prepared.

  • Toys have been purchased.

  • Bounce house and slide have been purchased.

  • Doza Rizen may not be able to cater.

    • Jersey Mike’s and pizza have been selected as backups.

Yard of the Season

  • Gift cards will be purchased for the Spring winners.

  • Summer judging will be postponed until August.

Front Entrance

  • Digital signage will cost up to $4,000.00. Felt board will be less than $400.

  • Insurance will need to be updated if the digital signage is installed.

  • Digital signage would come with a 3-year warranty.

  • Cameras will need to be installed before getting digital signage.

  • A felt board will be purchased in the meantime.

Cameras

  • Quote for cameras will need to be obtained.

  • Internet connection will need to be installed at the front entrance so that footage can be recorded.

Solicitation

  • Multiple complaints have been received about solicitation.

  • Residents will need signage at the front entrance of the some stating that they do not want solicitation.

  • Per Richland County, provided that a business representative has business license and offers services in the local area they can visit homes because they are not considered solicitors.

  • Board will research if there are any requirements for size/shape for no solicitation signs.

Action Items

  1. Research requirements for No Solicitation signage.

  2. Obtain pricing for cameras for the front entrance.

HOA Board Meeting - March 2019

Agenda

Committee Job Openings

  • Reviewed current committees and board member responsibilities.

  • Neighborhood Watch Committee will be opened for applications.

Fences

  • Chain link fencing is not allowed.

  • Fencing in the front of the home is not approved.

  • Wood fencing is allowed up to the front corners of the home provided it is within height regulations as stated in the covenant.

  • An Architectural Review Application must be submitted and approved.

Accounting/Taxes

  • Accounting has been completed through December 2018.

Dead Pine Tree at Entrance

  • Resident of the home has been contacted by the Board and Richland County Ombudsman’s office.

  • Resident has been informed that she will be responsible for all costs associated with removal and damages.

  • The Board procured a quote to have the tree removed and offered to help with payment.

  • The offer was refused by the resident.

Past Due Notices

  • Past due notices will be sent.

  • If payment is not made by July 1st a lien will be placed on the home.

  • Homeowner will be responsible for all fees associated with placement of lien. 

Summer Bash

  • Summer Bash will be hosted at HOA President’s home on June 23rd.

Temporary Toilet

  • Construction company will be contacted about removal of the toilet.

Yard of the Season

  • Yard of the Season will be judged on May 15th by the Board.

Project - Review and Update Covenant

  • Board members will review current covenant and mark for suggestions.

  • Meetings will be held to review each section of the covenant and decide if changes will be made.

  • Lawyer will review for changes.

Project - Review and Organize Documents

  • Heather is handling organization and review of documents received from the Property Management company.

Discussion - Street Parking

  • Board will follow standard violation notice process.

Discussion – Trailer

  • Heather has contacted resident about trailer being in front yard.

  • Response: The Board has spoken to the resident of the home with the trailer. Due to the fact that the trailer cannot currently be stored in the back yard without causing damage to the property and frequency of use the Board has decided to grant an exception to allow the trailer to be stored in the driveway until other arrangements can be made.

Discussion - Set Meeting Schedule

  • Meetings are scheduled through April 2019

Discussion - Tax and Audit Deadlines

  • Lindsey will handle taxes and audits for 2019.

  • Board will perform and audit in 2020.

  • Backup of Quickbooks will be made and given to Lindsey for transfer to accountant.

  • Board will get quotes to assess the cost of having cameras installed.

Discussion – Committee Job Openings

  • Deferred to next HOA board meeting.

  • Board suggests that the resident in need reach out on the Facebook page.

  • Board will maintain list of helpful neighbors.

  • Email will be sent out to ask for neighbors that would like to volunteer their services.

  • Board will organize a welcome package for new residents.

  • President will welcome new residents.

  • Block Party, Yard of the Season, Annual Meeting, Annual Letter.

  • Possible expenditure on Security Cameras.

Discussion – Matching Mailboxes

  • Board cannot enforce same mailbox for all residents.

  • Board will review covenant and decide if this is something that can be added.

Discussion – Violation Responses

  • First Step: Informal Communication

    • President will make contact the Owner of the property by informal means.

  • Second Step: Formal Notification of offense via mail.

  • Third Step: Contact Richland County Ombudsman’s office for resolution of issue.

Discussion – Yard Sale

  • Resident’s will be notified of date via Message Board and Annual Letter.

  • Lindsey will let us know when the Yard Sale will be scheduled.

Spring 2018 Newsletter

Board of Directors

The Misty Glen HOA has a newly appointed board for 2018! Please welcome our new President, Patrick May and board members, Erin Chudd, Heather Hess and Lindsey White.  

The new board members met in March to plan events and improvements for 2018. The board voted to move forward on adding additional fencing at the front entrance, along with repairing the brick and replacing the old lighting.  These items will be contracted out to local vendors in the next view months.

The board also picked dates in April for the annual yard sale and a date to celebrate “Earth Day” as a community. Please see page 3 for details on these events.

 2018 Assessment Fee

This year the board is using HOA funds to hire attorney, David E. Belding, to collect past due assessment fees.  This process included putting a lien on several homes in the community that owe more than two years of HOA fees. If you have questions regarding this process, please contact:

Covenants and By-Law Reminders

We would like to remind all homeowners of our general rules and regulations for our community.  

  1. Shutters and doors are to be the same color and one of the original approved colors by Mungo/Rymarc Homes.

  2. Garage doors are to be paint white as well as the trim around the garage door.

  3. All trim around your home are to be painted white, to include columns and all chair railings.

  4. Parking on the street is prohibited overnight.

  5. Parking on the grass is prohibited.

  6. Parking a boat, RVs, trailers, and large trucks is prohibited, unless they are kept in a garage or kept behind your fence to your backyard.

  7. Vehicles are not allowed to be parked in your driveway with a car cover and all vehicles must have a current registration.  These vehicles fall in violation of Richland County’s ordinances.

Our community adheres to the Richland County guidelines for all ordinances for vehicles, noise compliance, as well as animal control issues.

MAINTENANCE/UPKEEP/CLEANING

Our community is almost 20 years old and homes are in need of some TCL.  We have listed some of the maintenance items below.

  1. Mailbox Replacement and/or Repair.  

  2. Painting of trim and chair railing and garage doors (white)

  3. Painting of shutters and doors to match original colors (note: black is a color that is pre-approved by the board if you would like to change your original green, blue or brown color)

  4. Pressure washing of homes and driveways

  5. Landscaping/yard maintenance: Cutting of shrubs, grass, trimming of trees and general yard clean up; including dead shrubs that need removing/replacing.

If you choose to repair your current mailbox, we ask that you paint the post and mailbox black. If you are purchase a new mailbox, please purchase a black post and mailbox that is similar to the one located at 117 Misty Glen Circle. This style can be purchased at Lowe’s or online at Amazon. It easily installs over the current wooden post of our original mailboxes without having to install a new post.

Several homes have lots of planters in their front yard that are not being maintained.  Please move these planters to your back yard and please keep all containers empty to help with mosquito issues within the community.

Please STOP at all STOP signs!!!

Please make sure that you come to a complete stop at all stop signs in our community.  There are several small children that live at the 3-way intersection at the entrance to our community. We need everyone's help with ensuring that our community is a safe place for children to play. Please help us to make our community a safe

Parking Issues

Remember, we need to ensure that sufficient space is provided in the street for school buses, postal delivery, trash service trucks and emergency vehicles.  

Please remember that all vehicles must be parked off of the street in your driveway and “not” on your grass.  If you have a work trailer, or boat, it must be parked off the street and disclosed in your backyard behind your fence or in your closed garage. Campers and other recreational trailers must be stored in your back yard or at an off-site facility.  Those homeowners in violation will be managed through Richland County Magistrate’s court. Please refer to the covenants and by-laws for additional details.

Notice to Renters

As a renter you are expected to adhere to the same rules as all homeowners within the Misty Glen community.  If the owner of the home you are renting did not provide a copy of the Misty Glen Covenant and By-Laws, please contact info@mistyglenhoa.org
